Because songs are property. Copyright is, naturally enough, the Right to Copy music. Only the publisher has that right. To legally make copies yourself, you purchase a license. A license is simply permission to use the songs (which, remember, are property of the publisher) as you wish.

No. Licenses can only be obtained here, directly from Jonathan Rundman and Salt Lady Music Publishing.

ARE JONATHAN RUNDMAN'S SONGS ADMINISTERED BY AUGSBURG FORTRESS PUBLISHING?
No. Jonathan Rundman administers his entire song catalog independently.

DO THESE LICENSES ALLOW FOR THE RECORDING OF JONATHAN RUNDMAN'S SONGS?
No, with a few exceptions. Recordings may be made for the purpose of bringing audio or video tapes of church services to the homebound, or for not-for-sale archiving of church services, or for church service radio broadcasts.
